The only other character I could see perhaps taking an interest in Draco is Dumbledore, however, Dumbledore has got so much on his plate, he might not even notice (or might not want to bother with) Draco's current situation.
Hmm, interesting. I have somehow fully taken it for granted that Dumbledore never will take an interest in Draco, but that's probably mainly because I'm holding a grudge about the House Cup thing in SS.
The other one I would like to step in with Draco is Snape, but that is a more tragic story. Though I think he would like to spare Draco from making the mistakes he did, I don't think he can or will put his personal desires above the greater good he needs to serve as a double agent for the Order.
