I'd hate to think it's just slightly clumsy scriptwriting, or the rather obvious fact that the actors can't exactly play their characters like emotionless robots (although I can totally see Castiel and Spock getting along).
And yet I'm also not sure Anna was lying. I think it might just be explained away as the fact that the angels CAN feel emotions, only not as deeply as humans. It's probably the only explanation, really.
