The thing is that Villetta wasn't a reliable source of information; she had been keeping Lelouch locked up for the past year while the BKs, Ohgi included, were imprisoned. She was part of the cause, in other words. Her orders were to watch Lelouch in case he got his memories back. And for what? Nobility. Had Ohgi learned this, he would have by all rights told her to take a hike.

Not to mention a few counts of hypocrisy on Ohgi's part: using Kallen, the little sister of his dead best friend Naoto as a pawn to draw out Lelouch to the betrayal, working out an under the table deal for Japan that amounted to abandoning the UFN, something that was several magnitudes worse than Zero's disappearance during the Black Rebellion, not to mention Ohgi's own recent AWOL for Villetta when he knew she wanted to kill him. And he was just plain gullible to fall for Schneizel's silver tongue: he and Kanon presented a few suspicious pieces: Lelouch was a former prince (emphasis on former), he had geass, and might have been controlling them (here's something: if he had, would they have a mind to revolt?), he admitted to giving Euphie the geass command based on a sound clip (which could have been faked; what really happened, that was only part of the conversation, as Suzaku later noted he was lying), and he failed to notify everyone about FLEIJA (something for which Kanon was responsible; he sabotaged the meeting Lelouch and Suzaku, making it so the former wouldn't believe him). The worst part of it all wasn't that it was just "Lelouch getting screwed", no, it basically led to Lelouch going from a sensible plan to committing the Zero Requiem, which he did because he had a death wish, now that he felt he had lost everything. (Materials here and there hint at this.)

I wouldn't call Ohgi being Prime Minister a better, more peaceful alternative to what he and Lelouch were doing. They were basically fighting out of necessity, and couldn't afford the luxury of diplomacy.

As one last postscript, had Villetta truly changed, she wouldn't have basically lied about Lelouch.
