It's funny, I've shipped Balthier/Ashe from the beginning. I never saw saw anything but friendship and camraderie between Balthier and Fran.
Then again, my husband and I started mapping the glaringly obvious Star Wars relationship/plot map onto the game very early on, and Balthier/Ashe is Han/Leia. OTP FTW!
