I keep going back to Oz's fear of letting himself go wild. Didn't you write a ficlet about the real reason Oz turns down Willow's makeout offer in "Innocence"? That of course was before he was a werewolf, but Angel had just turned evil due to having sex with Buffy. That made a lot of sense to me - and if Oz had those kinds of fears before becoming a werewolf, it could only amplify them later.
So it's possible that her lack of expressed desire - in contrast to both Buffy and Cordy, as well as most of the male characters except for Giles (*spits at Marti for calling Oz a villain in B&tB & WAH*) - is part of the writers' Willow Sue phenomenon. She's a good girl who just wants to cuddle and have a boyfriend with cute hair in a cool band.
On the other hand, when Willow tries to act the aggressor with Oz (in "Innocence" and "Amends" - albeit fairly meekly, and maybe not for good reasons), he slows things down. There's that line in "Phases" where she tells Buffy: "He said he was gonna wait until I was ready, but I'm ready, honest. I'm good to go here!" And she does ask Oz out first and kiss him first. So maybe Oz chooses to be with someone he perceives as sweet and innocent, and tries to keep her sweet and innocent, because he doesn't want to face his animal side?
