I feel the show didn't handle showing Fred's development very well-- for this I think Joss shares some blame. Because while he certainly loves her, I don't think he always gets her. Fred is best when she's flawed, because then she interacts with everyone else's neuroses so very well.
And I don't necessarily see Fred/Wes as an epic love, which Lilah was-- it's something that I see as lasting, and quiet, and that you always find yourself coming back to. Although it's usually characterized as a schmoopy adolescent relationship, I think it could easily be one of the most adult ones.
