He didn't. Check volume 3 conversation, his 'madness' was foreshadowed there. He wanted to kill them all and told that to the Pope/Cardinal (Whoever that was), he didn't have the men or permission. He just acted according to his words. The problem with Enrico is that he has the 'misunderstood genius complex' we see the flashback when he was young and he was quite arrogant thing, even Alexander (who likes orphans) didn't seem to be fond of. He was bad news since he was a child.
The rest? Just a mask he put (you know he can 'act' good, as he does in volume 2 when he first meets Integral, mask fall down and he's a cretin, he used the same with his men). He didn't deliver Hellsing all information about Iscariot, Integral and Walter discuss this, he merely told them about them as a fake alliance, he wanted them to start a war after all (volume 3), and they do. And to Anderson he lied, saying the enemy was the followers of God Mars (volume 4) when he also followed the war closely.
That was why Alex was enraged, he realized what kind of (charismatic scum) Maxwell was. Even worse than Major, IMO, Major at least didn't give pretenses of what he truly was. Maxwell was inside Iscariot for power, he just snip to Hellsing because he felt inadequate compare to Integral (who is respected among her peers, unlike him, "The Child of the Devil").
In the end, he proved to not be her foil, he failed (heck, he nearly wet himself when in troubles in the end, an attitude neither Major or Integral take). Major and (to a degree if he's just serving her as I analyze to make her stronger) Alucard are Integral's equals.
However, I do like Enrico, he's an interesting villain. He just bite more than he could chew and made Major and Alucard appear noble (Dracula is quite noble in a sense, all the bad deeds he does? Integral's wishes). /end rant.
